On March 27, 2013, the EPA issued a final rule allocating HCFC allowances for the years 2012-2014. R-22 allowances continue to be phased out at an accelerated pace versus the 2009 Final Rule. By 2015, allowances will be at a maximum of 10% of the baseline established in the 2009 rule.
Supply and demand dynamics will continue to impact the price volatility of R-22.
