U.S. Refrigerant Recovery & Reclaim Program

HCFC Allowances

In January 2014, R-22 production will be reduced by another 19% (51 million pounds).

On December 6, 2013, EPA issued the proposed HCFC Allocation Rule, titled "Adjustments to the Allowance System for Controlling HCFC Production, Import, and Export," which covers the years 2015-2019. The EPA proposal outlines several scenarios for allocating consumption and production allowances to meet its commitment to completely phase out R-22 production by 2020.  The Rule is expected sometime in the 2H14.  Once published, in the Federal Registry, the proposed HCFC Allocation Rule will be open for public review and a 60-day comment period.

Refer to the official publication at in Docket No. EPA-HQ-OAR-2013-0263.

What can you do?

Refrigerant Tracking & Asset Management:  DuPont Distributors and Reclaim Centers have access to The Refrigerant Asset System (RAS) by EOS Climate, a web-based asset management tool for tracking assets.  The Refrigerant Asset System offers a complete solution for tracking and managing all refrigerants as an asset through the end of its useful life.  For many companies, real-time reports for compliance and asset management purposes can be sent to you by your DuPont Distributor.  For larger refrigerant asset management needs and access to reporting, you may want to directly access The Refrigerant Asset System.  Contact your DuPont Distributor/Reclaim Center or DuPont Reclaim Manager for more information.

Stay up to date on regulatory activity: California ARBs Refrigerant Management Program, March 1, 2014.
